Role: ICT Technical Lead (Freelance)
Location: Brussels – 2 days remote / 3 onsite
Contract: Freelance – long-term program (initial 12 months with planned extension to 24 months)
Languages: Dutch + English 
Start: ASAP

ABOUT THE ASSIGNMENT

We are supporting a major multi-year digital & infrastructure transformation within a large transportation-sector organization in Brussels. This multi-programme environment consists of strategic initiatives ranging from €2.5M up to €100M+, covering technical modernization, systems integration, data flows, operational IT, and cross-department digital initiatives.

We are looking for an experienced ICT Technical Lead who can own the ICT delivery track inside major PMO-led projects, ensuring alignment between business objectives, technical execution, budget control, and stakeholder management.

KEY RESPONSIBILITIES

  • Lead ICT tracks of large-scale projects from definition through delivery

  • Translate business needs into ICT roadmaps and deliverables

  • Drive planning, execution, governance, risk management and reporting

  • Secure alignment with stakeholders across internal departments and external partners

  • Steer multidisciplinary project teams in a matrix structure

  • Manage external ICT vendors and service partners

  • Oversee ICT financial parameters (CAPEX/OPEX) and budget performance

  • Ensure consistent communication and reporting to project sponsors

  • Support change management and continuous improvement initiatives

  • Act as a senior voice in ICT project methodology, coaching junior colleagues

REQUIREMENTS

  • 10–12+ years overall experience in ICT

  • 5+ years in ICT program/project leadership

  • Proven success delivering complex ICT initiatives in multi-stakeholder environments

  • Experience managing budgets and reporting at executive level

  • Familiarity with public procurement / tendering and ICT contracting

  • Knowledge of IT governance frameworks and project methodologies (PMP, PRINCE2, ITIL — certificates beneficial)

  • Excellent communication and presentation skills

  • Fluent in Dutch and English
