Role: Communication Campaign & Contract Manager

Location: Remote – EU based only
Daily Rate: €430/day excl VAT
Contract Type: Freelance / Consultant
Start Date: one month notice acceptable
Duration: 6 months rolling contract


Overview

We are seeking an experienced Communication Campaign & Contract Manager to join the Communication Solutions Team of a leading European institution. This role focuses on advising and supporting EU services in the design, procurement, and delivery of high-profile communication campaigns aligned with strategic and political priorities.


Key Responsibilities

Communication Consultancy & Programme Management

  • Provide expert advice to internal stakeholders on aligning communication activities with industry best practices and corporate priorities.

  • Support the preparation of professional briefs and Terms of Reference for communication campaigns.

  • Design and manage contractual solutions for major, high-visibility communication actions.

  • Draft technical specifications for open procurement procedures and framework contracts.

  • Negotiate and defend operational, technical, and financial elements of contractual solutions.

Procurement & Contract Management

  • Act as an account manager for communication projects, liaising closely with internal services to assess needs and define contractual approaches.

  • Ensure all communication actions meet political, corporate, and visual identity standards.

  • Support project implementation, troubleshooting issues, and monitoring contract delivery.

  • Oversee evaluation and performance monitoring of contractors.

Quality Assurance

  • Implement quality control mechanisms to ensure value for money, creativity, and impact.

  • Review and optimise contract management processes based on evaluation feedback.


Profile Requirements

  • Proven experience in corporate communication and in delivering integrated campaigns.

  • Strong knowledge of procurement and contract management within the public sector or EU institutions.

  • Excellent organisational, analytical, and stakeholder management skills.

  • Ability to work independently and adapt to shifting priorities.

  • High level of motivation, initiative, and team spirit.

Nice to Have

  • Previous experience with EU framework contracts and quality control tools.

  • Familiarity with EU Governament


Eligibility

  • Must be based in an EU Member State with the right to work as a freelancer/contractor.

  • Fluent in one EU language with good working knowledge of another.
