Project Manager (Luxembourg - Freelance)

About the Role

We are seeking a highly motivated Project Manager to oversee and execute complex technology projects. You will be responsible for ensuring projects are delivered on time, within budget, and meet all specified objectives. In this role, you will wear many hats, from planning and defining tasks to managing risks and reporting progress.

Responsibilities

  • Develop comprehensive project plans, including proposals, strategies, task allocation, and deliverables.
  • Review project deliverables and ensure quality control.
  • Analyze risks, develop mitigation strategies, and manage risk throughout the project lifecycle.
  • Create and maintain project and quality plans, tracking activities and producing regular, accurate reports.
  • Manage resources, budgets, and timelines, ensuring projects stay on track.
  • Implement change control procedures and gain approval for revisions.
  • Guide project activities, review deliverables, and participate in meetings.
  • Analyze business needs, formulate functional and non-functional specifications.
  • Analyze, document, and model business processes, providing cost/benefit analysis and suggesting improvements.
  • Manage system activities.
  • Give presentations on project progress and findings.

Qualifications

  • University degree (minimum 3 years) in a relevant field (e.g., Computer Science, Engineering, Information Technology)
  • Project Management certification (preferred)
  • Minimum 5 years of professional experience in IT
  • Minimum 3 years of experience in Project Management of software development, with practical experience across the software development lifecycle.
  • Minimum 1 year of experience with quality assurance methodologies
  • Experience managing projects for public authorities (an asset)
  • Strong technical skills and understanding of software development processes and technologies
  • Technical documentation skills
  • Excellent time management, scope management, risk management, stakeholder management, and budget management skills
  • Analytical and conceptual thinking skills
  • Knowledge of web technologies and standards (e.g., HTML/CSS, JSON, XML)
  • Excellent communication and interpersonal skills
  • Ability to thrive in an international/multicultural environment
  • Strong self-starting capabilities and a proven track record of success in teamwork
