Senior Data Governance Consultant (SME)
Role Type: Freelance / Contract
Workload: Part-time (3 days per week)
Location: Hybrid / 90% Remote (Requires up to 2 days per month in Luxembourg)
Eligibility: EU National (required for security clearance)
Project Overview
We are seeking a high-level Subject Matter Expert (SME) to drive the maturity of a comprehensive "House of Data Governance" for a major international organization. This is a strategic role focused on upgrading fundamental governance constructs, including principles, policies, quality management, and metadata strategy.
You will act as a senior advisor, bridging the gap between technical data management and corporate policy to ensure data is treated as a secure, high-quality strategic asset.
Key Responsibilities & Deliverables
- Framework & Strategy: Review and update the existing Data Governance Framework and Data Management Strategy. Define the target operating model (TOM) and a prioritized short-to-medium-term roadmap.
- Metadata Management: Maintain and enhance the corporate Data Catalogue, improving metadata quality and aligning with business stakeholders and data owners.
- Modern Governance & AI: Define best practices for the modern data landscape, specifically focusing on AI Governance and the ethical application of emerging technologies.
- Enablement: Create communication materials, guidance notes, and briefing sessions for internal "Data Champions" to drive adoption of governance standards.
- Stakeholder Alignment: Facilitate consensus between diverse business units to define data roles, decision rights, and accountability.
Technical Requirements
- Experience: Minimum 7 years of hands-on experience in Data Governance or Data Management consulting.
- Methodology: Deep knowledge of internationally recognized best practices (e.g., DAMA-DMBOK).
- Tooling: Practical experience with Data Governance software; specific knowledge of Microsoft Purview is a significant advantage.
- Modern Data Landscape: Proven expertise in AI Governance and the implications of AI on data privacy and security.
- Environment: Previous experience working within EU institutions or large-scale international organizations is highly preferred.
- Communication: Excellent English skills with the ability to translate complex data stories into clear executive narratives.

Working Arrangements & Security
- Workplace: Work is performed 90% off-site. A functional Cloud PC will be provided by the client.
- Security: Strict adherence to data security protocols; no client information may be stored on personal devices or local cloud storage.
- Compliance: The consultant must ensure their local access device (laptop) is fully updated with enterprise-grade antivirus and OS protections.
